Two Short Walls Beat One Tall One

Steps between levels get their own base and their own drainage, since a stair sits in front of the hill and takes water off it. Do I need a permit for a retaining wall?
Commonly once the wall passes about four feet, and the threshold drops when a driveway, a pool, a shed, or another slope sits above it. Your city sets the number, not us, and an engineered design usually comes attached to the permit. We confirm it with the City of Cedar Rapids or your own town before anyone puts a shovel in the ground, and we build to whatever the answer is.
Is terracing cheaper than one tall wall?
Often, because two shorter walls can hold the same grade without the engineering, the reinforcement, and the excavation that one tall wall needs. It is not automatic. Two walls mean two bases, two stone columns, and two drain lines, so the material goes up while the design cost goes down. On a steep lot with a house close behind it, terracing usually wins. On a short bank it does not.
How far apart do the two walls have to be?
Far enough that the upper wall is not standing on top of the lower one's load. Set them tight together and the upper wall becomes a surcharge on the lower, the pair behaves like one tall wall, and neither was designed for that. The working rule is a bench between them at least as wide as the lower wall is tall, and more on soft ground. That bench is also what makes the yard usable, so it earns its space twice.
Can I put a driveway or a pool above a new wall?
Yes, and you have to say so before we quote. Anything sitting on the ground above a wall is load the wall carries: a parking pad, a pool, a hot tub, a shed, a slope, or a second wall. A wall sized for a lawn and then given a driveway will move, and the block will get the blame. Told up front, that load is a design input and the wall gets built for it.
